Yep, interesting, my rationale was

1. I thought Its a mobile number (starts with 07)
2. My contract means its free to call mobiles
3. I was interested
4. Turns out to not be a mobile number at all...

But I reckon psychologically at least 1 in 2 (or 3) people would phone the
number back if they thought it would not cost them anything.

I reckon these companies know that psychological fact (particularly if its
government agencies or mobsters (same thing really)) and utilise it in
these sort of scams.

More likely they think it's someone they know and they just don't
recognise the number.

Don't most people have their phone set up to tell you
the name of the person calling?

OK, so you may not have everyone in your phone
book, but someone who isn't in it is unlikely to be
someone you should call back.
