I wooden know about that. I'd be inclined to leaf through the
relevant statutes and, depending upon what I saw, make a trunk call to
the appropriate branch, find a seasoned officer who is neither a
complete sap nor as thick as a plank, and ask them to address the
knotty problem, root out the culprit and make them stump up for the
damage before they twig that you're on to them.

You are making me quite jealous, I'd be hopeless at giving answers like
that!
