robbery, getting paid to provide a service they should provide free
anyway.

Well I think the british people should make them "cons" and lock the
cheating lying private school educated ubermensch scum up for a very long
time.
In fact I personally would like to see criminalisation of the freemasons
as well, those masters of the lie (and secret government)
Your not calling a premium rate no as you said its local 5p rate. So DVLA
dont make the money on the phone its BT
There is actually a very tiny sum paid to the "owner" of the number.
This is how dial up ISPs are able to make money from "free" accounts
where the call uses an 0845 number.
But that is a special case; ISPs are regarded as telecomms
companies, and ofcom said in the dim and distant past that BT had to
give discounts to other telecomms companies. So the discount equates to
the proportion of the 5p per minute that the ISP "makes".
Non telecomms companies don't get anything...
