I think you have this arse about face; setting up secure and
untraceable or hard to trace internet connections using VPN, proxies
etc. is still quite hard technically and logistically - arranging for
anonymous payments etc. Setting up secure strong crypto is easy in
comparison. Use whole disk crypto with DCPP, for instance, choose a
good strong passphrase, and you're pretty damn secure against anything
short of a hardware keylogger, or rubber hose attack. Software
keyloggers won't help, as the bootauth prog. that takes the password
is loaded before anything else - so trojans and OS vulnerabilities
need not apply.
Hardware keyloggers of course require serious investigative skills,
and clandestine access to the hardware - reserved for Mafia type
operations and real serious criminal/security matters, not dirty
pictures. And they're technically hard or impossible to apply to
laptops anyway.
Even if you don't use whole disk crypto, things like BestCrypt are
perfectly good - they encrypt the swap file, and not leaving stuff
visible on your unencrypted boot partition is just a matter of
installing *all* your applications to the encrypted drive, and setting
them up appropriately. And they can usually be set up to use low-level
access to the hardware for passphrase input, bypassing many keylogging
attempts.
I don't trade kiddie porn; I've never felt the need to set up an
untraceable net connection and probably never will. But I do have
sensitive personal data, and take care that it's properly encrypted.
That's easy compared with VPN etc.

Can you connect to the internet via Windows
dial-up-networking? Same way for VPN. Most users on the
internet probably know how dial-up-networking works. Even if
they don't, the provider can give them a nice little ini
file to run so it makes it all automatic. All they need do
is enter their user name and password. Hell, if they can
connect to the internet, they can connect to VPN because
it's exactly the same method. Why do you think it's so
complex?
VPN is secure enough to at least protect your identity and
where you are located in the world. The police who trace
this person then have to make a decision whether or not to
put their own resources into tracing this person who may not
even be their citizen or problem. It's unlikely when they
have others they can easily deal with and trace instantly.
