Because that's where the majority of customers are based
Russian cp producers set up their hosting in the US but
operate from the safety of Russia. If the site gets
shutdown, the domain isn't. They just move on to another
hosting provider and carry on business as usual.

The only way to find a cp site is to actively search for it.
Do you think we have police officers searching for these
sites on a daily basis and busting every lead they find? I
doubt it. And besides, there are litterally hundreds of
online criminal cases they could investigate with just one
search and they certainly don't have the resources to
investigate every single lead. So what happens? Some
cp web sites carry on in business, notably the Russian
operators.

This is a point I have yet raised, but it is an important
one. This is why so many people think the IWF is all
bull***. Some of what it says is just the simple truth but
it needs explaining in far greater detail to be understood.
