Well the police seemed to think it illegal! Did the shop owner return them
to the window? That's the question! Answer NO!


The police, when they returned them (hence obviously NOT illegal),
gave him "advice" that he might cause offence by displaying them
prominently.

They didn't forbid him from doing it, just advised him against doing
it.
