There wasn't a hope in hell of the glorification clause passing into law,
it's just been thrown out for the second time. I think Commons have become
incapable of legislating, preferring instead to posture for the benefit of
the tabloid media. Isn't it time this function was passed to the Lords and
removed from this bunch of incompetent amateurs.

Only a majority of 4, though. And it will get another majority (in
favour) back in the Commons, no doubt. I have no idea how often this
game of ping pong can continue. Maybe long enough until Blair departs?

Only the twice, I believe.

The only way it can now go back in, AIUI, is for the government to
override the Lords using the Parliament Act (The one they previously
misused to force through the ridiculous hunting ban).

Ah, so the Lords *do* have teeth! This is very good news.

Having just checked, it is not a "number of times" that the Lords can
return the bill, it is for up to a year they can keep blocking it.

After that the commons can force the bill through by use of the
Parliament Act 1949.

This power has only been used four times, three of them by the current
(including previous elections) government.
