Direct Debit

NTL incorrectly debited an amount for the phone bill for someone else.
On the first occasion I queried it I asked for the phone bill to be
credited with the amount. Their credit control advised I have to
approach the bank because the money has left the account - I was
advised it was under some law. Over the weekend I was advised they can
credit the amount. I called NTL again this morning and was advised the
same. Two employees at Barclays were not too sure about this and said I
should state it in writing to the local bank. Can anyone advise about
this ? It seems a lot of paperwork when surely it will be easier for
NTL to credit the phone bill instead of writing to the bank. Also can
anyone advise what authority NTL are using not to credit the phone bill
?
