That's a _very_ dangerous strategy - "it is unlikey" should read "in all

The consequences of reporting him/her to the police or SS _will_ get you a
shedload of poopoo dumped on all concerned.

First off, both yoof and families will get interviewed, then the yoof will
be taken for interview by SS...
Then, depending upon what the yoof say, proceedings will be fast and fairly
brutal....
The latest paranoia created by SS failures of care (tabloid fed, I know)
has meant that the plod/SS tend to act FIRST on these issues. Trust me,
I've been there more than once, and the local family beat officers and
Social Workers round here tend to cuff and stuff before asking questions.
