Of course it's unreasonable. It should take less than five minutes to get
the name, add it to the form and stick the envelope in the outgoing mail
tray, something that will be done by staff already employed to carry out
admin tasks for that company. So unless this causes something else not to
get done that day that would have earned them additional income, then the
true cost of processing the letter is the *extra* resources that have had to
be used. Which are likely to be 5p for an envelope and 30p for a stamp
(assuming they don't send you a reply-paid envelope for the NIP).
