It is *always* legally the responsibility of the driver to ensure that
the vehicle meets legislative requirements.

In theory, yes you should check at least things like tyre treads,
lights and wipers all working, and other similar things. (Most hire
cars will not need an MOT yet, except in Northern Ireland, as they
will be less than 3 years old).

Just as you should for your own car.
