In effect this is exactly what has happened in the transaction the OP has queried. "unverified" as I and others have pointed out, in the context of a PP transaction is meaningless. The OP should send the goods he's been paid for. There is no ambiguity to the transaction whatsoever, a PP member has paid, the PP member has an address end of story.
No chance. He will be scammed, no verified address, and no established history of ebay usage = dodgy.
Oh yes, according to PayPal my address isn't verified, well I'll rephrase that, sometimes it is and sometimes it isn't. I paid via PayPal for my first ever ebay purchase does that make me dodgy?
If you have a paypal account I suggest that you read carefully what it says about "unverified addresses" before jumping too high in achieving your conclusions.
New ebay members are going to have little feedback, almost certainly an unverified Paypal account and are more likely than older members to have a typo in their contact details. If an exchange of emails sorts that out - Fine, it was a typo. Older members may have had one and corrected it yonks ago, but you would never know.
Which just leaves whether or not to do business with new members and/or little feedback. The time to make that clear is when the item is put up..
If you haven't done so - and many do (it is hardly anything special to tell newbies to get lost) - then the winning bid is a winning bid.
All you could do is to notify ebay. If they promptly suspended/cancelled the account - then considering the deal void is a different matter.
ISTR that the buyer was only 10 miles away? If I was feeling truly anxious, I might sort of wander that way and hand deliver the goods. All part of good customer service..
