Cars with foreign No plates

I see an increasing number of cars bearing foreign (mainly European)
number plates parked in the local supermarket and the public
multistorey carpark.

How do the authorities know if these are genuine tourist vehicles?

Wouldn't it be an easy scam for me to fix a pair of Polish plates to
my VW Golf and then drive around completely free from any chance of
prosecution from speed cameras & London congestion charges?
