As far as I know there is no free source for such things. Justis (a
product of Context Ltd) do (for a large and hassleful cost) permit
access to former statues.
I can't find a Humane Act 1835, are you sure you have the short title
right? Do you have a chapter number?

There is an Act of that name, a quick check of Google reveals both the
name and that it appears to be the Act that outlawed all baiting sports.
