Never threaten the police. Just go in and ask to make a formal complaint.
You will be amazed what happens once a more senior officer gets involved. I
had a similar reaction to a fraud complaint but once the Superintendent I
spoke to realised I was serious action started. Just keep your head, be
patient, and be polite but firm. The police are not often confronted with
this and it works wonders.
