Richard, you dont have to look very far even within this group to see how
'frivolous' requests *will* spoil FOI... I actually stated such a thing to
one Robert Henderson very recently.
In Scotland, more than 3/4 of the requests from press to the executive have
come from just *one* journalist - he is even beginning to piss off his
fellow journos...!
Anyway, if the number of frivolous, vexatious and downright stupid requests
keep pouring in then the authorities have no choice but to tighten up - the
amount of time taken with such requests mean folks in public office cant get
on with their real jobs for dealing with nutcases and time-wasters.
