It means nothing of the sort. Do you also believe that your account
balance and credit limit is sent to the merchant so that they can
check whether you have sufficient funds?
The merchant submits the card details and the address supplied by the
cardholder for authorisation, and if requested, the authorisation
server indicates "yes" or "no" wrt whether the address matches.
Some card companies allow you to register alternative addresses so
that a match will be positive if any of the alternatives are submitted
to the merchant. I will soon be finding out whether I can submit my
company address as an alternative on my private cards, because it is
far easier to take delivery at the office than at an address that may
not be occupied when the delivery arrives.
