It doesn't seem a very plausible reason to me, as hard core and gravel would
in most cases create an even better soak-away than say clay (a condition
which local authorities could easily stipulate).

Also what about the millions of patios and conservatories which have been
added to homes up and down the country, surely these create exactly the same
effect as concreting over the same area.
