Parking ticket in pub car park

I have just been out on my lunch break to get my girlfriend a birthday card.
I parked in a local pub. I admit there are signs stating that you need a
permit to park and also that patrons are exempt.
I was only gone for 10 mins but when I came back the landlady (Not a traffic
warden or council/police employee etc) had put a ticket on my windscreen. I
know it was her as she was writing another one when I got back.
The ticket asks for £60 to be sent to EFPN, Po Box 8, Sunbury-on-Thames,
TW16 6WX.
Is this charge enforceable? The ticket consists of a photocopied strip of
paper which was in a small plastic bag with a yellow *** saying 'PARKING
CHARGE NOTICE'. It does not even look like she now has a record of the
ticket (its not one of those that duplicates onto the *** below although
carbon paper could have been used I suppose)
Also the ticket has the EU symbol on the top (the circle of stars with EU in
the middle) I think this is some attempt at making the thing look legit
along with the name of the company (EFPN = Endorsable Foxed Penalty Notice)
There are no phone numbers to contact the company only the PO box above. So
what do I do? Pay up? Ignore it? Something else?
