Can I force my bank to release funds..?

I've done a search on Google Groups but can't find an answer to this
query, so here goes;
Bank has decided to terminate my account, but without disclosing
reasons why. My first query is, are there any legal stipulations I can
use to force them to explain the reason. How about the "Freedom of
Information Act", seeing as it covers certain PLC's?
More importantly, i'm having trouble getting the bank to return the
remaining balance that was in the account, (not a small amount). Is
there a legal requirement for them to return my funds if i request
them. How long is deemed 'adequate' for them to complete their
'account termination process'.
