I take it you mean come and look at the problem rather than fixing it? A PCB fault is very unlikely to be anything to do with his installation.
Ideally the same plumber should be asked to fix it so that there is no complaint about the cost of repair - then, they should be asked to refund the money to him. I don't know anything about Warm Front. Do they just pay for it, or do they employ a team of plumbers? Someone must have been the supplier of the boiler.
It sounds like this is a business to business transaction?
