Very unlikely, in my opinion. Reinstating the death penalty is plainly
going to have no effect on those prepared to commit suicidal terrorist
attacks. However , it's possible that the government might plant a story to
suggest that they are considering it. So that when they don't implement it,
we can sigh and say, 'well at least they didn't bring back hanging'.
