On the contrary, the men were skinheads wearing tatty jeans and T-shirts,
indistinguishable from the assorted low-life that frequents the area.
Which, of course, was their intention - they wanted to blend in.
Moreover, Mr de Menezes had been attacked by muggers in the same area
a short while ago.
That's plenty of reason to run without inventing scenarios about drug
dealing. If he ran at all, which has yet to be proved.
