Is the LL.B earned as post graduate degree?

Howdy:
I've been investigating the careers of some characters in my novel. My
brother earned a Ph.D in Law after he graduated from college with a
bachelor's degree. Is this how it is in England?
I can't tell. The literature implies six years of college, but
it isn't clear if you must already have a bachelor's or if the LL.B is
instead of a bachelor's. Are they Ph.D's? ie are the
lawyers doctors of law?

I'm an engineer that's never been to the UK, but sometimes my
characters must work there.
