This is a real issue and help will be greatly apprecisted.

I'm not certain of the situation in parish councils but it is certainly
the case with principal councils. There are two quite separate statutory
declarations of acceptance of office, one as a member of a council and
the other as chair of a council. You can't take the chair without having
signed the first declaration for starters!
