When you mention parish clerk I am thinking you are dealing with a parish
council. The local government ombudsman does not deal with parish council
complaints, hence the only way of dealing with the council is their official
complaints procedure, writing to a councillor on the parish council or legal
action.

There is nothing much you can do about the parish clerk unless there are
enough councillors to bring about action against them. In local government
the parish clerks are god and in effect are untouchables.

If you think the councillors in question had a personal interest and acted
improperly in their office then send a written complaint about them to the
Standards Board for England who oversees the conduct of councillors:
