True, there is no legal obligation to deposit minutes of meeting
anywhere. However, many councils are placing their agendas and minutes
on the web so check to see if your parish council has a web site with
them on. If the minutes are not on the web then encouraging the parish
council to do so would be helpful for your community.

An appointment with the parish clerk can be arranged to see minutes or
financial accounts. There is a period of time during the year when
parish councils have to declare and make available audited accounts for
public inspection.
