There are over 7,000 town and parish councils in England and Wales. There
are are likely to be some which are not top quality. It is up to the
electorate to throw out the councillors who are no good. If there are not
enough good candidates to replace the bad then that is a reflection on the
community not on local councils.
In these parts the town council has almost no power to abuse at all.
They have terrible trouble getting anyone to stand for council.
Recently the town clerk advertised in a free newspaper for volunteers to
be co-opted onto the council. The local Borough council has far more
power and I think they pay better....
