All sounds very similar to York. They also say theirs is one of
the lowest Council Tax rates for any Unitary Authority in the
country.
I always download the full list as it appears on the ODPM website
every year -- not the "average per dwelling"-only one, but the one
that also lists the actual amounts that appear on people's bills
(Table 7 this year). This includes precepts, so are not entirely
useful, but are the only official figures I know of for all local
authorities in the country.
Last year, York's Band D was only 50 or so pounds higher than ours
in Medway, but there were a few others below theirs. The situation
this year is much the same, at 55 pounds difference separating the
two of us, and a few who are again in between.
I went on a family day trip to York last weekend and chanced to
meet the Deputy Leader of the Council in Betty's Tearoom. As one
does. :-)
No, we didn't talk about capping then.
