In Haverhill near half
the town is under 30 years of age yet the council on average is run by
members 50+ years old, who probably have trouble turning on a computer
let alone deal with anything involving the internet.

If that is the case then it sounds like a younger person with a workable
manifesto aimed at 'young people' would have no trouble getting elected onto
the Council.

If you are over 18 and live in that Parish then why not rally round some of
your friends and overthrow the present regime at the ballot box?
