Correct.

Councils cannot legally deal with this: it has to be the landowner.
Even so, well-organised councils will have a section that looks after
this whole topic (among other subjects!) and will have contact info for
the owners of all fields and similar target areas that lie within their
council area.

That's what we have, and -- once notified of such an incursion -- they
let the relevant landowner know what has happened on his/her property
and advise on the procedure to follow to have them removed.

Interestingly, this kind of "aquatting" (effectively a form of theft) is
fully condoned by the present national government, who have done nothing
to protect the rights of landowners and the public at large, but have
made it easier for those who would invade others' properties -- it is
effectively treated as a "right".
