Assuming it was the NRP or PWC that reported the redundancy, it'll be backdated to the date that the CSA were notified of the change.
However, they should also be looking into at any further known changes between this date and now (another job?) and actioning it at the same time.

in the interveaning time a new job has occured so to speak, which they knew about since the benefits people helpfully told them, but nothing has been heard till now.

question is can they demand payments for a time when they basically sat on info and did nothing? or can they only action and increase from the point where they inform a victim of it?

In short, it's the first option.

For a fuller explanation, I'd really need to know more detail. e.g. what was the original amount?, what dates/amounts have they quoted on the letter?

You could try complaining but I suspect that the NRP will get some blarny about 'until being notified otherwise, you should have continued to pay the original amount' and 'if you informed us of the new job yourself, it wouldn't have taken so long' etc etc.
