Debt and Appeal

I recently recieved a demand from the CSA for nearly £6000, with the
threat that they would pass on to a debt collection agency if I failed
to contact them. When I phoned to ask how they calculated the amount,
it turned out that the amounts were accumulated during a period in
which I have been unemployed. They claim that since I did no alert
them to my change of circumstance (they were collecting via deduction
of earnings order so I foolishly thought they would pick up the fact
that I was unemployed) and did not appeal within 28 days a letter they
sent in January which zero rated me, that there is nothing they can do
and I owe them the money no matter what.
It seems I am being fined £6K for failing to contact them and failing
to understand the implications of a letter which zero rated me (why
would I think to appeal such an assessement). Is there anything I can
do about this. Any advice etc very greatfully received.
