You will need to be able to prove that you were not at any address to
which the CSA sent letters. The CSA only have to satisfy themselves that
they were reasonably confident that the addresses they had were correct.
You will need something like utility bills showing your actual address
during the relevant periods.
Agreed. It would be useful to know why they think you lived at that
address and how the situation arose that caused you phone them in 1999.
There's an implication that they were in contact with you then which
might be a bit complicated.
