More effective collection must follow accurate and fair assessment.
Far too often the CSA get this wrong and the Goverment appear oblivious
to that fundamental failing in thier own department, else couldn't care
less.
It is worth noting that unfairness produced the Poll tax riots.
Inaccurate assessment by the police resulted in the death of the
Brazilian in the tude station last year and another near fatality
earlier this year when the police went in mob handed to arrest two
terrorist supect who it appears are completely innocent.
The Goverments response as always is to shift attention away from their
own fundamental policy failures and blame the process or someone else.
So the betting is the Goverment will do what it needs to do to win
votes which is why it will focus on producing enforcement statistics by
any means. Putting time and money into sorting out fair and accurate
assessments does not produce better enforcement statistics. So it will
continue to brand all dads as dead beats and pay its employees bonuses
for enforcement rather than accuracy.
