He's got a job, and a good one in Daddy's company. His personal
appearance and hygene don't seem to be an issue. He has his own flat
and a nice car. It wasn't a "one night stand", as far as I know. He's
tagged because of a drunken assault and is under curfew, so I would
have thought he would be a fairly "soft" target.

Then it should be pretty easy for CSA to apply a DEO on him if he doesn't
pay. Once assessment is done.
The flat, the nice car, even being middle class won't make a difference.
Just a percentage of his income - for 1 child its up to 15% of his net
income.
Though these days, net income can be reduced in various ways including
cutting hours or pumping up pension fund. And CSA won't pay anything out
until he pays something in.

world is (per effort needed to be made) her oyster, no CSA payment needed.
