Not necessarily.
And more than a few one night stands have one or both parties unable to
remember the conception.
Anyway, the CSA should make the assesment from the day the PWC (Your
Daughter) made the claim not from when he denied being the father.

What you want them to do and what the child support act allows them to do
are two very different things.
Luckily for many, the first CSA can backdate to is when they first got in
touch with the NRP. If there were massive delays in doing that, it could be
that the other parent could apply for and get some compensation.
But that would have nothing to do with the NRP. And any compensation, if
paid, would come from the taxpayer.
