Its cost. Pure and simple.
Over the past 15 years, the entire DWP has been shifting to lower charges
for money. Paying through a post office, the post office has to be paid.
Paying through a bank counter (with bank giro credit), the bank has to be
paid.
Paying direct debit is reduced cost to them.
Its why many companies give some discount when you pay by direct debit -
payments on time and lower costs to company.

I would take advice on this, maybe make a complaint to see what the
response is. If you are paying the correct amount on time, I really
can't see why you would be forced to change your method of payment. I'm
sure there are much more pressing issues than chasing someone who
is paying for a direct debit form...

About Child Maintenance. Change to (Agency) Preferred Method of
Payment.
Dear ........
Our record show you are currently paying your child support
maintenance by either Trans-cash or Bank Giro Credit
This Agency in line with other branches of the department for Work
and Pensions is changing all its business wherever possible, to
Automated method of payment.
This will mean in future that payment both received by or paid out by
the Agency will have to be by and automated process.
In the case of the clients making payments "to the Agency", they
will be required to send in their payments by Direct Debit or a
Voluntary Deductions from Earning Order.
Only in exceptional circumstances will any other method of payment be
permitted..
To help us in facilitating this change, we ask that you complete the
attached Direct Debit mandate and return to the agency within the
next 7 days. Should you wish to apply for another automated payment
process please contact the agency using the number at the bottom of
this letter.
Please be advised that under the CHILD support Law, "the Secretary of
State may direct a person to take all reasonable steps to open an
account from which payments under maintenance calculations may be
made".
Failure to comply with this request/direction can or may lead to the
Agency imposing the required method of payment without further
contact being made with you.
Your sincerely.
