Yes, they call it a good cause decision (good cause not to go ahead).
Not easy to do - many people cannot come up with a good enough story.
ie if NRP dangerous, what are the police incident numbers? When was the
injunction taken out against him? Stuff like that.
If there already some access in place, known to the CSA, forget about
children in potential danger as an excuse. Creates a story with one massive
hole.
And getting a good cause decision after NRP is paying is a hell of a lot
harder.
Not impossible - just have to convince them that NRP is such a danger that
anything the CSA do will cause harm to PWC or kids.
