Whilst the points you raise may be valid I do not think they address
principle of my arguement which is this.
Whether it is the father who is irresponsible for not paying, or the
mother for not spending it on the children, the effect on the child is
the same.
There is inequity in the way the Government and Legislation addresses
these two problem, which have the same consequence (ie money is not
spent on the child). The payment is enfoced by the goverment the
expeniture is not. Interstingly , the government increasingly demands
the people it gives money to prove it has been spent for the purpose it
was given. Look at the Lottery for example.
Incidentally, doesnt the NRP also have household bills which they get
no allowance for, nor do they get a share of Child Benefit or WFT
Credit?
The test of whether the system works is whether it can be proved the
money is spent on what it is provided for. The Government stopped
making some charitable donations because they suspected it was not been
spent appropriately. Yet they appear happy to take other peoples
money i.e. fathers, and give it to someone else with no accountablity
for its use whatsoever. This is doublely hypocritical. One rule for
them another for NRPs.
Come to think of it, Huttons latest announcement on disability benefit
proves the point. The Governments arguement is that Govenement money
is not been spent on what is provided for i.e. people who through
disability cannot work... the Governments arguement is many of them
can, so it wants to ensure the money is only spent on what is should be
and not on people who are quite capable of working. On the basis of
what I have read, many NRPs would like to use the same logic on those
mothers who are likewise content to live off NRPs. That is not to be
disrespectful to the majority of mothers but the government should give
as much attention to enforcing they work because they have the
capability to do, so rather than only chasing fathers.
