It stayed at 43%?
A lot of the assessments in the early years could get that high. Since 1995,
the limit has been 30% of what they work your net income out as.
If the assessment is higher than 30% (often is for those with very low or
nil housing costs), then its restricted to the 30% level.
May very well be worth looking at the figures they used and what mistakes
have been made.
