not needed unless they claim that an amount of arrears are outstanding that
may be owed to the Treasury. If the PWC wishes to close her case, and she
is not claiming any benefit - then she is at liberty to close it, and
include the removal of any outstanding arrears owed to her from the account.
They cannot refuse, or impose conditions on her closing the case.
