But do they have a record of it?
They can certainly say how many cases are marked 'sensitive' on the computer
(needing specific access which has to be requested by the caseworker). But
thats not just staff, thats also partners, famous people, relatives and so
on.

Not that fraud would actually make a difference to the assessment.

They have been removing driving licences for a few years now. The theory
being why should the NRP be able to avoid payment and keep driving his posh
car. Thats all down to one particular case.
Its a court decision, not a CSA decision, to remove licence. And the court
do listen to the NRP telling how he can't do without his licence. Trouble
is, if the court allows him to keep the licence then the next stage in
enforcement is commital to prison.
