I imagine that you want either a pc that is as quiet as possible, or a server pc in another room with a wireless networked device to stream pictures to your tv. If you are plugging a pc or laptop directly into your tv, you will need a tv with the right connections - most modern flat panel tvs should be ok but it is worth checking. Another possibility is using an Xbox 360 or PS3 console to play videos from a networked computer, or an original Xbox console with the XBMC media center installed on it.
Ubuntu will handle all of your downloading needs, apart from buying stuff from iTunes I think. The Amazon music store works fine on Linux and also has the benefit of being DRM free.
For installing Ubuntu just go to http://www.ubuntu.com/getubuntu/download and download the latest version and burn it to a cd. This will give you a bootable cd to try and if you are happy with it you can then install it. Alternatively, if you are starting with a windows pc you can use Wubi http://wubi-installer.org/ which is even easier and does it all for you.
Myth TV is a media server extension that will give you a nice front end for operating your system via a tv display - http://parker1.co.uk/mythtv_ubuntu.php is a guide to setting it up.
