Yep, probably due to the fill rate of the game being pretty low so it can
cope with the extra resolution.
However much you may like it to be a conspiracy theory that MS or developers
just couldn't be bothered to support HD on all titles, the actual reasons
are slightly more technical - the xbox 1 just wasn't up to pushing the
highest quality graphics at HD resolutions, hence the existance of the 360
with HD as standard.
