How to play a game on PS2?

So, I now have a free PS2, I have a video cable, and I have some games
lent to me from a friend. Total cost so far: £3.50 for the cable.
I don't have a controller, yet, but I thought that I'd at
least be able to boot the games up and see them working.

I'm turning the PS2 on with the games in the drive (tried blue and
silver discs) I'm faced with the following screen:

Browser
System Configuration
[Enter] [Version]

Is that normal? I thought it would just boot the game immediately,
despite not having a controller.
