HA HA HA HA HA! That is NEVER going to work, enforcing such a system will be impossible. They would have to make sure that every copy of a game is registered to one user only. If they somehow manage this, then they will have an even bigger problem on their hands in the guise of consumers who are simply not going to stand for it.

If I'm only buying a license to use the product will that be made clear to me before I buy it? Highly unlikely, PC software has shipped with similar licenses for years but as you only see the license agreement after you have paid for the product it is impossible to enforce. This system of selling software licenses has never been properly tested in court, but I don't know of anyone who seriously believes it would stand up. Also, why can't I simply sell the license?

It really doesn't surprise me though, it's exactly the sort of tactics I would expect from Sony. At the end of the day, it's just going to hurt them more if they try this than if they allow the second hand market to continue. I will be very surprised if this practise actually comes onto force.

The bulk of second hand sales are done at retail. Sony can and will easily enforce it by holding back stock for companies that don't comply.
