The first Xbox version was also very buggy (and prone to graphical
glitches) and I see that this version has been programmed by the same
team - Sumo. I wonder if Sumo is up to the job. Anyway, the PSP game
is bloody good fun to play - if you can get beyond the initial
disbelief of ridiculously choppy animation.

Simple really, Sega employed crappy Sumo digital to do the conversion.

sumo digital who did the original xbox version, which was acclaimed
worldwide as an amazing technical achievement and faithful conversion
of the arcade original?
