They should be compatible. With Morrowind and the Morrowind GOTY releases
on the original Xbox, the later game detected earlier saves and converted
them for use (but rendered them incompatible with the earlier game). With
Oblivion, the GOTY release was just the original game (with some bugfixes)
and a second disk that contained the DLC installation code, rather than a
consolidated media release. The saves were compatible among all versions
of Oblivion, as long as the right expansions were installed to the hard
drive. I'm confident that Fallout saves will be forward-compatible, as
Bethesda would risk derision and shame if it were not the case.
I bought the GOTY Oblivion so that was the kind of answer i was hoping for.
