It basically means what is contained within will be a regression on a
previous versions but with some sparkley bits added on to try and
distract you. It's actually very thoughtful of them to use such an
easily recognisable symbol and it is nearly always accurate, unlike
certain other rating systems in use.

Armed with this useful information hopefully your future purchases will
be more successful.

Up to early 2008, this would be entirely valid and correct. EA have
spent the last 18 months releasing new stuff or pretty varied new
releases in their standard series, which has made a lovely change. Not
entirely their fault that Maxis have phoned their cash cow in this
time.
